They hang around a bar because intoxicated people are typically more generous and for the drug dealers, more apt to make a purchase. I acquired day laborers in my business fifteen years ago in Winston-Salem. I did this for five years. Most of the "vagrants" (your terminology) are those who choose not to work, don't care about themselves, and just want to drown their emotions with alchohol or drugs.
Most of the "homeless" are new at it and are trying to cope and work it out, because they have families and family units, and they want to get back on their feet. Bottom line is the "homeless" aren't the ones congregating outside a bar. These are the vagrants. Yes they have health and mental health issues, but most of these problems stem from the lifestyle they have chosen. It is easy to feel sorry for one, but not the other.

Water cannon human beings hmmmmmm, I bet if he were to water cannon dogs or cats that were getting in his trash this community would be in an uproar!
