I have spent a lot of time (and words) talking about the presidential horse race in recent months.  White House wanna-bes will be only one of several choices North Carolina voters will have to decide on May 6.

My promise to you is to spend more time studying up on local and statewide races, plus local bond proposals and issues.  I will share what I learn on my blog.  I would like your input on the issues that interest you most.  You can respond by commenting to this blog or e-mail me at alan.hobbs@foxtv.com.

Thank you in advance for your time and interest.

My biggest issue is local taxes (taxes in general). Specifically this rain tax. Correct me if I am wrong Alan. Do you think it is a responsibility for our local government to provide clean water for the population? If so, then that is what our tax money already does. We don't need something called a rain tax because we have already PAID taxes for the rpiviledge of clean water. We are being double taxed.

"Rain tax" is actually a misnomer. Money collected from the tax pays for cleaning up storm water runoff, which the federal government tells us is bad for the environment. Not only can it cause flooding, storm water runoff can contain harmful pollutants and destroy marine life.

The issue became official in 1972 with the Clean Water Act. It was amended in 1987 and was ordered implemented in two phases, the last deadline being March 2003 for municipalities with a population of 100,000 or less. The feds left it up to locals to pay for the mandate. To make a long story short, cities use money collected from the so-called rain tax to maintain sewers and clean up polluted water.

Here is an excellent article from the Asheville Tribune that spells it out: http://www.citizenreviewonline.org/august_2002/the_rain

Please keep us posted. I would like to know how they stand on illegal immigration, and how they plan to pay for the programs that they want to implement. Social medicine, free college tuition, gang violence, better schools, etc. Which of them want to increase minimum wage?

Apparently, Normal State, County and Property taxes only cover schools and salaries. Need other taxes, such as rain tax, for other projects. I do not really know what they are; however, I am sure that there is a large number of the taxes for the various projects.
